UAN Activation and PF Transfer Online: How to Do It (and Appeal a PF Dispute) (2026)
A plain step-by-step guide to activating your UAN, linking KYC and moving your PF to a new employer online, plus what to do when a transfer is rejected or an employer defaults. Last verified October 2026.
How-To Guide · EPF and UAN
To activate your UAN and transfer your PF online, log in to the EPFO Member e-SEWA portal, activate your UAN with your mobile number and OTP, complete your KYC, then raise a transfer claim (Form 13) to bring your old PF account into your new one. You will need your Aadhaar, PAN and bank details ready, and your employer must approve the claim. If the transfer is rejected, or an employer has not paid your PF, the matter moves to a grievance and, if needed, to a tribunal or court. This guide covers both, in simple steps. It was last verified in October 2026.
- Step 1: Activate your UAN on the EPFO Member e-SEWA portal with your mobile number and OTP.
- Step 2: Complete KYC (bank, Aadhaar, PAN) and wait for approval.
- Step 3: Raise the online transfer claim (Form 13) under "One Member - One EPF Account".
- Step 4: Track the claim and chase the employer if it is pending.
- If it fails: EPFiGMS grievance first, then the appeal route (CGIT), then the High Court.
01Why PF problems start when you change jobs
Most PF trouble starts at a job change. Every employer opens a PF member account for you, but your Universal Account Number (UAN) stays the same for life. The UAN is meant to link all those accounts. In practice, small mistakes break the link.
The UAN is never activated
Your employer creates the UAN, but it does nothing for you until you activate it. Many people never do this, so they cannot see their passbook, update KYC or file any claim.
Details do not match across records
A name spelt differently on Aadhaar, a wrong date of birth, or a missing exit date at the old employer can stop a transfer. The system compares your details across accounts, and a mismatch means a rejection or a long delay.
The employer is a link in the chain
An online transfer claim does not move on your action alone. An employer has to approve it. If the old or new employer is slow, or has not paid contributions, you are stuck through no fault of your own.
Your UAN stays with you for life. The work is to activate it, keep your KYC correct, and move each old PF account into one.
02What you need before you start
Keep these ready before you open the portal, so you do not stop halfway.
- Your UAN. It is on your payslip, or you can ask your employer's HR or accounts team. You can also find it on the member portal using the "Know your UAN" option.
- A working mobile number. OTPs are sent here. It should be the number linked to your UAN.
- Aadhaar and PAN. Keep the numbers and make sure the name and date of birth match your PF record.
- Bank account details. Account number and IFSC of an account in your own name.
- Details of your old and new PF accounts. Member IDs and employer names. They appear on the portal once your UAN is active.
The official portal for all of this is the EPFO Member e-SEWA portal. Always type the address yourself and check you are on the official government site before you enter any OTP.
03Step 1: Activate your UAN
Activating your UAN means setting a password and linking it to your mobile number. It takes about ten minutes.
- Open the EPFO Member e-SEWA portal and choose "Activate UAN" in the important links section.
- Enter your UAN, your Aadhaar or PAN, your name, date of birth and mobile number, then enter the captcha.
- Click "Get Authorization PIN". An OTP is sent to your mobile number.
- Enter the OTP and agree to the declaration. Choose "Validate OTP and Activate UAN".
- A password is sent to your mobile by SMS. Log in with your UAN and this password, then change it to one only you know.
If the details you enter do not match the EPFO record, activation will fail. In that case, ask your employer to correct your basic details (name, date of birth, mobile) in their employer login first, then try again.
04Step 2: Complete and link your KYC
KYC means linking your identity and bank details to your UAN, so EPFO can trust the claim you raise. Do this before you file anything.
- Log in with your UAN and password.
- Go to the "Manage" menu and choose "KYC".
- Add your bank account, Aadhaar and PAN, one by one. Enter the numbers and save each one.
- Submit. Your employer may need to approve the KYC details. Wait until the status shows as approved or digitally verified.
- Check the "Manage" menu, then "Basic details" and "Contact details", to confirm your name, date of birth and mobile are right.
Aadhaar and your transfer
Linking Aadhaar to your UAN is strongly advised, and it is needed for many EPFO services. Sources differ on whether it is compulsory for a transfer claim alone. Check the rule on the portal at the time you file.
Good KYC is the single best way to avoid a rejection later, so do not skip it even if it looks optional.
05Step 3: Raise the online transfer claim (Form 13)
A PF transfer moves the balance and service record from your old PF account to your current one. The online request is the digital version of Form 13. Raise it when you have started with your new employer and your new PF account exists.
- Log in to the member portal.
- Go to "Online Services" and choose "One Member - One EPF Account (Transfer Request)".
- Check your personal details and your previous and current PF account details shown on the screen.
- Select your attesting employer. This is the employer who will approve the claim. Usually it is the current one, and the older one if the current one has not been given the exit data.
- Click "Get OTP". An OTP goes to your registered mobile. Enter it and submit the request.
- Some versions of the process ask you to download the filled form, sign it and give it to the employer. Follow whatever the portal tells you on the final screen.
Your employer then approves the claim on their login, and EPFO completes the transfer. Do not raise a second claim for the same account while the first is pending.
If you want to take the money out instead of moving it, that is a different process. See our guide on how to withdraw EPF online.
06Step 4: Track the claim
After you submit, follow the claim from the same portal. Do not just wait.
- Log in and go to "Online Services", then "Track Claim Status".
- Note the status. It will show that the claim is pending with the employer, with EPFO, or settled.
- If it is pending with the employer for many days, remind HR or accounts in writing. Keep a copy of your message.
- When it is settled, open your passbook and check that the old balance and service history now show in the current account.
Keep screenshots of each stage and the claim reference number. If a dispute follows, these are the first things you will need.
07Common reasons a transfer is rejected or stuck
A rejected or stuck claim usually has a simple cause. Check these first.
- Name or date of birth mismatch between the old account, the new account and Aadhaar.
- No exit date marked by the old employer, so the old account still looks active.
- KYC not approved, or the bank account is not verified.
- Wrong attesting employer chosen, or the employer has not acted on the request.
- Unpaid contributions by the old employer, which can hold up the record.
Fix the data first. Ask the employer to correct the record or mark the exit date, and file the claim again if the old one was rejected. Most cases end here.
08When it becomes a PF dispute: grievance, appeal and court
If correcting the data does not work, or an employer has simply not paid your PF, you have a dispute. The route is clear, and it goes in stages.
Stage 1: Raise a grievance on EPFiGMS
The EPFO grievance portal (EPFiGMS) lets members register a complaint about delays, rejected claims or non-payment by an employer. You get a registration number, and the office must respond. Always start here, and keep the registration number. It shows that you tried the official route first.
Stage 2: EPFO orders and the appeal
If the employer disputes that PF is due, EPFO can examine the matter and pass an order, for example on determining dues or on damages for late payment. A person unhappy with such an order can appeal. Under Section 7I of the Employees' Provident Funds and Miscellaneous Provisions Act, 1952, the appeal lies to the appellate tribunal. The stand-alone EPF Appellate Tribunal was merged into the Central Government Industrial Tribunal cum Labour Court (CGIT) from 26 May 2017, so appeals today go there. The usual time limit is 60 days from the order, and a further 60 days may be allowed for sufficient cause.
Stage 3: High Court
Questions of law, or a refusal to act despite a clear right, can go to the High Court, usually through a writ petition. Courts have repeatedly asked EPFO to act on a member's rightful claim, but each case turns on its own facts.
Not legal advice
This is a general guide. For a live dispute with your own facts and dates, speak to a labour or EPF lawyer. Time limits are strict, so do not wait.
A PF dispute is also a case with hearings, dates and orders. If you are an advocate handling many such matters, you will want to see them in one place. See district court case tracking software and how one registry can run a litigation workflow for related workflows. If your PF dispute also raises salary and TDS papers, our explainer on Form 16 and TDS may help.
09Where Claw fits
Claw has no role in activating your UAN or moving your PF. That is done by you on the EPFO portal, and it is free of charge. Use the steps above.
Claw becomes useful only when a PF matter turns into a case before a tribunal or court. Claw is an all-in-one legaltech platform for Indian advocates, law firms, and corporate legal teams, combining AI-based case search, an AI legal assistant (Legal GPT), case management, and compliance automation across all Indian courts and tribunals.
For an advocate, that means a PF appeal or writ can sit in the same place as the rest of the practice: next dates, cause lists, order-based reminders and alerts on WhatsApp and email. Claw also has a free plan for individual advocates. For a rejected transfer that you can fix yourself, you do not need any of this.

11Frequently asked questions
How do I activate my UAN online?
Open the EPFO Member e-SEWA portal and choose "Activate UAN". Enter your UAN, Aadhaar or PAN, name, date of birth and mobile number, then verify the OTP. A password is sent to your mobile, and you can log in and change it. The whole process takes about ten minutes.
How do I transfer my PF online when I change jobs?
Log in to the member portal, go to Online Services, and choose "One Member - One EPF Account (Transfer Request)". Check your old and new account details, pick the attesting employer, and confirm with an OTP. The employer then approves it and EPFO completes the transfer. Track it under "Track Claim Status".
Do I need Aadhaar linked to transfer PF?
Linking Aadhaar and completing KYC is strongly advised, and it prevents most rejections. Whether it is strictly compulsory for a transfer claim can vary with the current EPFO rule, so check on the portal when you file.
What if my PF transfer is rejected?
First fix the cause, which is often a name or date of birth mismatch, a missing exit date, or unapproved KYC. Ask the employer to correct the record, then file again. If it still fails, register a complaint on the EPFiGMS grievance portal.
Where do I appeal a PF dispute?
Start with an EPFiGMS grievance. For an EPFO order on dues or damages, the appeal under Section 7I of the EPF Act goes to the Central Government Industrial Tribunal cum Labour Court, usually within 60 days. Higher questions can go to the High Court. Speak to a lawyer, as time limits are strict.
Does Claw help me activate UAN or transfer PF?
No. You do this yourself on the EPFO portal. Claw is useful for advocates when a PF dispute becomes a case before a tribunal or court, because it helps track hearings, dates and orders in one place.
